In Finland, qualified certificates for electronic signatures are provided by the Digital and Population Data Services Agency (DVV). These qualified certificates are included in the identity cards issued by the police. The chip used in these cards complies with the eIDAS Regulation. In addition to the signature certificate, the cards always contain an identification certificate for strong electronic identification. Electronic signatures created with the Agency's qualified certificates for electronic signatures are equivalent to a handwritten signature and are accepted throughout the EU.
